Iowa Dyslexia Laws

  • Placed a definition of dyslexia in Iowa law.
  • Directed the Iowa Department of Education and the Iowa Reading Research Center to provide training on dyslexia to Iowa teachers.  Although the training portion of this law was not funded, after the passage of this law, the Iowa Reading Research Center developed online dyslexia training modules for educators, families and the public.
  • Described the reading and literacy requirements for Iowa's teacher preparation programs.  Stated that teacher preparation in literacy shall address the needs of all students, including those with dyslexia.
  • DDIA advocated for the administrative rules that were written for this law to include dyslexia-specific teacher preparation requirements.  Administrative rules describe how a law must be implemented.  Once they are approved, administrative rules are part of the law as well.  Read the administrative rules for SF2196 here.
  • Created a task force made up of parents, educators and other stakeholders to study dyslexia in Iowa and make recommendations to help Iowa students.
  • Required the Iowa Board of Educational Examiners to create a Dyslexia Specialist teaching endorsement.  The requirements for this new endorsement were finalized in March 2021, and it is currently being offered at the University of Iowa and Grand View University.
  • Required the Iowa Department of Education and Iowa's AEAs to employ dyslexia specialists.  Note that AEAs are only required if they receive specific funding, however they are strongly urged to employ specialists using current funds.  The Iowa Department of Education hired a full-time dyslexia specialist in the summer of 2023.
  • Changed the definition of dyslexia in Iowa law to match the International Dyslexia Association's definition.
